Replace penv with the latest release

Replace penv with the latest release.

Usage

penv upgrade [--check] [channel]

Every command also takes the global options.

Argument	Required	What it is
`[channel]`	no	latest (the default), next for prereleases too, or a version such as 1.2.0.

Flag	What it does
`--check`	Only report what that release is.

Code	Name	What it means
`0`	`ok`	The command did what it says.
`1`	`error`	Unclassified failure. The message on stderr names the cause.
